I live in Houston...Thanks for revisiting this case. I live in Houston and am familiar with it. A couple corrections, Houston has 5 kill shelters that kill approximately 80,000 animals every year. BARC is just one of them. http://bit.ly/cBVmGX<br /><br />BARC currently kills 65% of the animals that enter their doors. This is despite the fact that citizens of Houston donated the money so that No Kill expert, Nathan Winograd (www.NathanWinograd.com) could come to Houston in August 2009, assess BARC and make recommendations as to how BARC could stop killing. There have been many changes in the last year or so at BARC, but unfortunately the kill rate is exactly the same as it was a year ago. (Unfortunately, a Return to Owner program that is returning 65% of lost animals to their owners in Reno is not being used in Houston so BARC returns only 7% of lost dogs and 1% of lost cats to their owners) <br /><br />Unfortunately, what was and is going on at BARC is going on in about 3,500 shelters around the US and in other countries. The really sad and disgusting part is that many other open admission shelters just like BARC and any other animal control facility, have figured out how to stop the inhumane treatment and they have completely stopped the killing, but still 3,500 shelters refuse to implement the life saving programs that are working. http://bit.ly/cohicN <br /><br />My question is why haven't the other 3,500 shelters been forced to get onboard with the successful life saving programs of the No Kill Equation (http://www.nokilladvocacycenter.org/nokillequation.html) so that when dogs like yours accidently gets lost, you don't have to be terrified that she will end up dead at a "shelter"?
